Director of Risk Management

Salary: State Salary 
Reports to: Assistant Superintendent Human Resources

General Definition of Work:
Plans, manages, and implements the safety and risk management program for Cabarrus County Schools (CCS) with the objective of minimizing exposure to loss or damage to assets and providing for safety to staff and students. Assists in making the most effective use of resources and maintains compliance with laws, policies, regulations, and procedures in order to develop and maintain the best possible educational program and services. Employee must also exercise considerable tact and courtesy in contacts with the public, various school system staff, Board members, contractors, vendors, and other local government employees. 

 EDUCATION, TRAINING, AND EXPERIENCE:

  • Bachelor’s degree in risk management, business, finance, or related field;
  • Five years of experience and demonstrated leadership in a risk related field;
  • Other combinations of applicable education, training, and experience which provide the knowledge, skills, and abilities necessary to perform effectively in the position may be considered.
     

CERTIFICATION AND LICENSE REQUIREMENTS:

  • Must hold and maintain a valid motor vehicle operator’s license according to the State of NC requirements.
  • Must hold or be able to obtain required EPA or NC accreditation for Asbestos Management (Asbestos Inspector, Operations and Maintenance Planner).
     

PREFERRED QUALIFICATIONS:

  • Certified School Risk Manager(CSRM) or Associate in Risk Management (ARM) Certification;
  • Experience in risk management in a public-school district;
  • Radon certification in Mitigation and/or Measurement.
  • Lead Management (Risk Assessor).


Essential Functions:

  • Manages the Cabarrus County Schools (CCS) Risk Management Program, including budget, commercial insurance, insurance within state agencies and associations, self-insurance, and claims processing.
  • Collaborates with a variety of internal and external stakeholders (e.g. school system staff, legal counsel, state agencies, insurance company claims departments, etc.) for the purpose of conveying and/or receiving information, problem solving, and generating recommendations relating to risk management and its guiding principles of risk assessment, risk control, risk finance, and risk administration.
  • Advises senior leadership, departments, and schools as appropriate on the status of claims, loss experience trends, and program costs.
  • Establishes and implements short and long-range organizational goals, objectives, and operating procedures; monitors and evaluates program effectiveness.
  • Plans, directs, and supervises studies on a regular basis to gather and analyze data for loss information, exposure, reserves, and trends.
  • Prepares and maintains a variety of correspondence, reports, records, and files related to safety and risk management.
  • Reviews contractual documents and service agreements of CCS to ensure that all insurance requirements are properly stated and that hold harmless and indemnity agreements are sufficient.
  • Investigates, within CCS, to detect any flaws in policies, practices, or procedures that contribute to ineffective, inefficient, or unwise use of resources, including money, materials, labor, equipment, or time.
  • Oversees and coordinates safety and employee risk prevention in Cabarrus County Schools; leads the CCS Injury and Loss Prevention Team.
  • Establishes and implements short and long-term initiatives designed to address and mitigate risks; monitors and evaluates program effectiveness.
  • Maintains up to date knowledge and awareness of federal, state, and local policies and regulations affecting safety and risk management.
  • Investigates all employee work-related injuries
  • Investigates and analyzes accidents involving District employees and students injured while using District equipment or facilities.
  • Establish preventative measures:  identification, evaluation, and control of hazards
  • Establish or improve system for correcting identified hazards
  • Establish, continue, or improve system-wide safety education program to educate individuals in the school environment on safety practices.  The program must include instruction on workplace-related safety practices, relevant job-or activity-specific safety and emergency procedures.
  • Reviews, analyzes, and evaluates school and district safety plans and offers recommendations for improvement. Coordinates District disaster drills.
  • Manages and coordinates the removal of hazardous materials, AHERA and annual water testing requirements.
  • Performs other related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Comprehensive knowledge of industry standards relating to risk management, insurance, and safety procedures, practices and regulations, particularly Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), Asbestos Hazardous Emergency Response Act (AHERA), Lead Management, Mold Testing and Remediation, Confined Space’s, emergency preparedness and crisis response planning, and similar safety/environmental regulations;
  • Comprehensive knowledge of applicable federal, state, and local laws and regulations relating to safety and risk management;
  • Comprehensive knowledge of office and institutional workplace safety and compliance;
  • Considerable knowledge of Microsoft Office including Word, Excel, and PowerPoint;
  • Critical thinking and problem-solving skills;
  • Strong research and analysis skills;
  • Effective oral and written communication skills;
  • Ability to work in a team environment;
  • Ability to develop short- and long-term initiatives designed to address and mitigate risks;
  • Ability to complete complex tasks and minimize errors with attention to detail;

  • Ability to establish and maintain effective working relationships with school system staff, external agencies, attorney’s, parents, and the public.

Special Requirement:
Possession of a valid driver’s license issued by the state of North Carolina.  Must maintain a safe driving record. 

Minimum Qualifications or Standards Required to Perform Essential Job Functions

Physical Requirement:
This position requires some physical work. You must be able to assist in lifting servers, switches, and other IT related equipment as required.  You must be able to sit at a computer for extended periods of time.

Interpersonal Communication:
This position requires the ability to speak and / or signal to people to convey or exchange information. This includes giving instructions, assignments, or directions to staff.

Intelligence: 
This position requires the ability to apply common sense understanding to carry out instructions furnished in written, oral or diagrammatic form.
