Environmental, Health, Safety (EHS) & Compliance Manager

Job Summary:
This position provides environmental, health, safety, facilities, maintenance, security and compliance leadership at the CRANE Barksdale, Vernon, California location. Under general supervision this individual is accountable for ensuring compliance with all applicable Federal, State, and local environmental and safety regulations and third party certifications such as ISO, while providing leadership for EHS activities.

This includes hands-on participation; evaluating and clarifying EHS objectives and targets with Site Leadership; internal reporting of EHS performance; communication of applicable regulatory requirements. Position is directly responsible for EH&S and third party agency compliance & improvements by assuring accurate and complete EHS reporting of metrics; assuring closure of related action items on a timely basis; completion of required EHS training for personnel; supporting site teams during crisis; creating a strong EHS culture that engages all levels of associates. 

Examples of Essential Functions: 

  • Develop and implement an effective EHS management system aligned with ISO:14001:2015 and drive a culture of EHS compliance, and results. Thereby preventing occupational injury/illness related losses and environmental exposure.
  • Manage overall environmental compliance in cooperation with Federal, State, and local regulatory agencies such as but not limited to the California Occupational Safety and Health Association (CAL-OSHA, OSHA), Environmental Protection Agency (EPA), South Coast Air Quality Management District (SCAQMD), State Water Resources Control Board (SWRCB), Department of Toxic Substances Control (DTSC), Sanitation Districts of Los Angeles County, and City of Vernon.
  • Manage compliance to third party certifications including various ISO, ATEX, and XXX. This position provides leadership and oversight to ensure compliance to standards is maintained and will work closely with angencies during certification audits.
  • Maintains permit status by reviewing analysis of discharge of all hazardous wastes such as fumes, chemical gasses, and waste water; maintains and updates mandatory environmental records file; sets policy for chemical controls and Material Safety Data Sheet (MSDS) availability.
  • Lead and coordinate regular environmental and safety compliance audits and supports mandated inspections of facilities in cooperation with regulatory inspectors; investigates and resolves findings in a timely fashion.
  • Manage and continuously improve reactive and proactive safety programs such as 5S audits & T.O.P.S.
  • Prepares and reviews environmental reports and filings as required by Federal, State, and local regulatory agencies; responds to regulatory correspondence; tracks and reports on developments in federal and state legislation and requirements.
  • Trains and updates employees in use of MSDS sheets, hazard communication, emergency response, and lockout/tagout procedures; chairs Executive Safety Committee meetings.
  • Ensures maximum occupancy restrictions are met through analysis of available square footage and staffing levels, and reviewing when construction activities take place.
  • Draws design layout, showing location of furniture, equipment, doorways, electrical and telephone outlets, and other facilities. May review real estate contracts for compliance with government specifications and suitability for occupancy considering such factors as air circulation, lighting, location, and size.
  • Establishes and maintains waste minimization/source reduction program aligned with corporate Sustainability initiatives
  • Prepares month-end environmental status report and environmentally related capital budgets; maintains and updates Emergency Response Plan.
  • Manages and coordinates special projects and selects and coordinates work through environmental consultants as required.
  • Manages facilities/maintenance team resources to support compliance initiatives and upkeep of facility, property and equipment to facilitate consistent uninterrupted operation of the business.
  • Support preventative maintenance program strategy to ensure downtime and equipment repairs are minimized.
  • Support short terms repairs and long term facilities maintenance strategy; ie: HVAC systems, lighting, roofing, drainage, water, gas, and electrical equipment often working in conjunction with contractors and 3rd parties.

QUALIFICATIONS GUIDELINES - Experience/Training/Education: 

Required: 
Eight (8) years of progressively responsible professional management and environmental sciences related experience. Equivalent to a Bachelor's degree in Environmental Engineering or a related field. Experience with ergonomic risk factor assessments and industry tools. Strong project management skills and ability to plan and prioritize own work, completes work on schedule and maintains required records. 

Knowledge of:
Environmental public policy regulations; principles of Hazardous Materials Management; regulatory framework for toxic and hazardous substances; ground water monitoring, protection, and clean up; emergency preparedness and response procedures; CAL-OSHA, OSHA and manufacturing and facilities operations; management and supervisory principles; use and capabilities of environmentally related equipment such as fume hoods, exhaust systems, blowers, and filter systems; ISO 14001:2015 compliance; NFPA standards;

Skills:
Operate a pH meter; operate calculator with advance math functions; operate computer terminal to utilize environmental interface, word processing, and spreadsheet software programs in windows operating environment; utilize environmentally related equipment such as fume hoods, exhaust systems, blowers, and filter systems; utilize chemical detection equipment; skilled use of personal protective equipment. 

Ability to:
Understand, interpret, and implement current and future environmental regulations; analyze, interpret, and evaluate environmental assessment data; assess hazards indicated in MSDS; evaluate risks versus costs; train and develop and lead employees in day-to-day facilities and environmental operations; plan, organize, and coordinate multiple environmental engineering projects; communicate effectively and work cooperatively with regulatory agency representatives, company personnel and upper management, vendors, and consultants; prepare and review clear, concise reports and related correspondence; prepare and conduct environmental training; pursue continuing education classes and participate in professional organizations; climb, bend, walk, and work in cramped spaces when conducting environmental inspections of facilities.
