Health, Safety & Environmental (HSE) Specialist

The HSE Specialist will develop and implement the strategic HSE plan for personnel and process safety while supporting the day-to-day site activities in the project execution team. This role is accountable for people, processes, tools, and applications to ensure personnel safety and minimize environmental risks in the sites assigned.

Communicates regulatory and corporate HSE expectations, educates and trains personnel on requirements, and provides consulting support on complex process safety and environmental issues to achieve sustainable compliance with applicable regulations, company policies and procedures.

RESPONSIBILITIES: 

  • Ensure the requirements set forth by the client's Health, Safety, Environmental Management System (HSEMS) elements are met to the highest standard 
  • Leads and supports the facility by actively participating in HSE activities such as behavior-based observations, hazard recognition, HSE monthly meetings, job safety environmental analysis (JSEA), management of change (MOC)
  • Audits facilities/work sites to detect existing or potential safety, health, and/or environmental hazards, coordinates basic interpretation of data reports. 
  • Manages contractors and vendors who work at the facility in compliance with the client//site Standard and ensuring that all contractors and vendors receive a site-specific orientation and have necessary certifications prior to performing work at the facility. 
  • Ensure emergency response plans are updated as needed. Coordinate drills and exercises in accordance with these written plans with site management. 
  • Make recommendations for improvement of procedures, practices, and activities and ensures the effective execution of the site Health, Safety & Hygiene requirements.
  • Communicates goals and targets for performance standards at least weekly in compliance with client Key Performance Indicators. 
  • Respond to employee incidents, communicates corrective actions to management. Reports all injuries/illnesses, environmental incidents, near-miss, hazardous conditions and quality complaints/non-conformances in accordance with the client reporting system
  • Lead incident investigations resulting from incidents and injuries determine the root cause of incident analysis and assists in initial report preparation. 
  • Assist in maintaining documents and records in accordance with the company Recordkeeping & Retention Guidelines.
  • Consult and work closely with Project Manager and site management to maintain positive HSE communication.

EXPERIENCE: 

  • Minimum of five (5) years HSE working experience in a site environment; at least 3 years of managing HSE programs.
  • Solid technical knowledge of regulations: OSHA, ANSI, and other.
  • ISO 45001 Certification or ISO 14001 Certification, Six Sigma, Certified Safety Professional highly preferred.
  • Experience in organizing, developing, implementing and enforcing Health, Safety & Environmental standards.
  • Background in developing, maintaining, and executing Health, Safety & Environmental Audits
  • Education relating to Root Cause Analysis
  • CPR/First Aid/AED Certification preferred.
  • Excellent Oral and written communication skills.
  • Ability to manage multiple projects simultaneously.
  • Must take initiative representing HSE Program.
