Product Safety Compliance Manager

Dover Chemical Corporation is a leading producer of specialty chemicals used as plastic additives and also in metalworking and lubricant industries (alkylphenols, chlorinated paraffins, polymer additives, liquid and solid antioxidants (including organophosphites), flame retardants, additives for water-based and oil-based metalworking fluids and drilling fluid additives). 

The Product Compliance Manager reports to the Corporate Director - EHS and Regulatory Compliance and provides product compliance leadership and technical expertise for the corporation. This position tracks the EHS regulations related to the company’s products and product development and relevant product life cycle initiatives, and establishes the corporate policies, programs, systems and compliance strategies applicable to and required of both our Dover, OH and Hammond, IN locations. 

The Product Compliance Manager will be based at the Dover, OH facility and work with internal and external partners to align personnel and optimize systems to ensure compliance and promote business advantage in the concept, commercialization and marketing of our products while abiding by the mission, objectives, and policies of the company. 


  • Primary contact for all global product registrations for Dover/Hammond products as well as any toxicological studies needed for products.
  • Facilitate the company’s product compliance strategies, policies, programs and systems as required by our Dover and Hammond facilities.
  • Facilitate compliance and information systems to assure that development, manufacture and sales of Dover Chemical products comply with product EHS regulations of the countries in which the company will or does manufacture, distribute or market.
  • Provide tactical direction, standardization of compliance programs, support and technical assistance in the administration of and compliance with regulatory requirements by ensuring resources, tools and knowledge are available.
  • Serve as company-wide product compliance program owner and interpret regulations and develop company-wide standards, procedures or programs.
  • Review and evaluate applications for registration of products containing dangerous materials.
  • Work with Dover and Hammond groups and R & D, providing technical direction in product compliance process implementation.
  • Assess local and regional compliance requirements and, with oversight of the EHS Director, implement programs and systems to ensure compliance.
  • Gather strategic intelligence on developing areas of product regulations, advise senior management and ensure the implementation of required compliance actions.
  • Maintain knowledge of authoring requirements per OSHA, ANSI, EPS, and Hazardous Materials transport and inform and train business units.
  • Maintain SDSs for all raw materials used on site and products sold; ensure that all decisions regarding issues on products are discussed with affected functional areas before SDSs are issued.
  • Ensure the adequate assessment, prevention and management of issues and risks arising from company products. 
  • Interact, report and provide support of company representation to regulatory bodies relating to particular aspects of compliance matters, enforcement actions, remedial activities and regulatory affairs.
  • Interface with external professional services, customers, regulators, industry and participate in representing the company at public meetings and hearings. 
  • Assists in training plant personnel on DOT/hazardous Materials, International Maritime Dangerous Goods (IMDG)/Transportation of Dangerous Goods (TDG) training.
  • Respond to questions and inquiries from all levels of the organization.


  • BS Degree in Engineering, Environmental Science, or related fields and
  • 10 -15 years of experience in regulatory or product compliance in heavy industrial or manufacturing setting, preferably chemicals.  
  • Must have previous experience with product compliance and product stewardship.
  • Knowledge and understanding of the Globally Harmonized System (GHS) for Hazard Communication (HazCom)
  • Understanding of PMNs (Pre-manufacture notices) and SNUR’s (Significant New Use Rules) under the Toxic Substances Control act (TSCA).
  • Demonstrated ability and experience in compliance systems facilitation in a worldwide organization.
  • Technical skills include competence with regulatory analysis, product review and manufacturing.
  • Ability to build business partnerships across and between functional groups and lead a project or technical team.
  • Strong interpersonal skills, essential in dealing with people at all levels and in a variety of functions; able to collaborate with others to achieve results
  • Effective oral and written communication skills; ability to effectively present complex topics in a concise manner and proven experience writing detailed technical reports.
  • Computer skills are a must with knowledge of Microsoft Products Word, Excel, PowerPoint, plus extensive understanding and familiarity with SDS software system, preferably MSDgen.
  • Some travel will be required.

Requires the ability to climb stairs, lift or move up to 30 pounds routinely.  May need to climb ladders and examine work that may be conducted in high, precarious elevations.
