Program Manager, Safety

Location: East Boston

Develops and implements programs to reduce Massport employees’ exposure to injuries.  Develops and implements programs to ensure that all Massport facilities comply with federal and state occupational safety and health regulations.  Provides overall safety management for all Capital Program's OCIP projects.

Develops and implements programs to reduce Massport employee injuries in order to control costs associated with self-insured workers’ compensation program.

1.      Performs Job Hazard Analyses to identify hazardous work processes and to recommend modified procedures, new technology or personnel protective equipment to reduce incident of injury.
2.      Conducts accident investigations in order to identify and eliminate factors that contribute to workplace injuries.
3.      Conducts accident investigation training for Massport supervisors in order to improve accident investigations that identify factors that contribute to workplace injuries.
4.      Develops and provides training to employees to improve safety performance.

Ensures that Massport is in compliance with applicable federal and state occupational safety and health regulations.

1.      Initiates programs and training intended to bring Massport into compliance with the spirit of OSHA Regulations.
2.      Performs or directs inspections at all Massport facilities to identify conditions that violate OSHA safety regulations.
3.      Recommends corrective action to abate unsafe work conditions.
4.      Provides follow-up to ensure that unsafe conditions are eliminated.
5.      Observes work conditions/practices and recommends appropriate personnel protective equipment.

6.      Advises senior management of status of safety program at Massport locations.Identifies safety-training requirements and directs scheduling, developing, and delivering of safety training sessions.

Provides loss control services at Massport facilities to reduce exposure to general liability insurance claims.

1.      Performs or directs inspections at customer-accessed facilities to identify unsafe conditions.
2.      Produces reports outlining results of inspections including hazards identified, location of hazards, and pictures of hazards/unsafe conditions utilizing a cloud based inspection programs; EXTEND7000 and MAXIMO.
3.      Recommends corrective action to abate unsafe conditions.
4.      Provides follow-up to ensure that unsafe conditions are eliminated.
5.      Performs investigations and prepares reports of incidents with general liability implications.

Develops or directs the development of programs in response to new safety regulations or initiatives.

1.      Maintains safety manual for use by Massport managers/employees in implementing safety program.
2.      Develops and administers programs such as Confined Space, Lockout/Tagout, Respiratory Protection, Fall Protection, Hot Work, Powered Industrial Trucks, Blood borne Pathogens and Hearing Conservation.
3.      Develops response protocol and record keeping system for Indoor Air Quality issues.

Produces and maintains a comprehensive document that outlines the occupational safety and health program.

1.      Analyzes Massport work requirements and work places.
2.      Determines occupational safety and health issues faced by Massport employees.
3.      Develops Standard Operating Procedures (SOP) for certain work practices.

Directs efforts of Massport Safety Committees at all locations.

1.      Advises committee chairpersons on agenda preparation and meeting conduct.
2.      Performs safety training at committee meetings.
3.      Determines courses of action for issues that arise from committee meetings.

Manages Industrial Hygiene & Asbestos Abatement term contracts.

  • Assists Project Managers and Facilities Managers to determine the presence of asbestos containing building materials (ACBM).
  • Coordinates with the Commonwealth of Massachusetts Department of Environmental Protection (DEP) to assure proper notification of work.
  • Monitors ACBM removal through the term contract or other contracts to assure it is removed safely to protect employees, the public and the environment.
  • Assists with preparation of Request for Qualifications (RFQ) and Proposals (RFP), Board agenda items, scope of work and budget.
  • Develops budgets and schedules, oversees and critiques work product, reviews and approves invoices.


Coordinate activities with the Massport Safety Alliance Committee.

  • Attends committee meetings, monitor committee activities and provide committee with topical information.
  • Provides necessary follow-up on identified safety matters to ensure corrective action is completed.Coordinates vendors and presentations for the annual Safety Fair.


Perform Ergonomic Assessments for Massport employees as requested.

1.      Makes recommendations on equipment and work environment in order to eliminate or alleviate employee discomfort.
2.      Maintain files on assessments performed and action taken.
3.      Coordinate ergonomic activities with area managers and supervisors to explain issues and actions related to assessments.

Manages all Security Sensitive Information (“SSI”) for the Department.

1.      Serves as the Departmental liaison to the Corporate Security and Legal Departments on the management of SSI.
2.   Periodically monitors department documents to ensure implementation of policies regarding the marking, custody, creation, management and destruction of SSI.
3.      Trains all Departmental staff on the procedures to manage SSI.
4.      Manages the procurement of necessary containers for the storage of SSI material and manages the destruction and necessary record keeping for all SSI.
5.      Represents the Department at all Massport meetings relating to the management of SSI.

Performs other duties as assigned.

EDUCATION:  Bachelors degree in industrial hygiene, public health and safety, occupational safety, or related technical field or equivalent professional experience required.

EXPERIENCE: 5-7 years’ experience in developing, administering and implementing a comprehensive safety program required.  Training experience in identification and evaluation of safety hazards preferred.  Sound knowledge of maritime, aviation and construction practices, construction sites and construction compliance issues required. 



1.      Certified Safety Professional preferred.
2.      Working knowledge of relevant Massachusetts and federal laws, regulations and codes.
3.      Knowledge of OSHA safety regulations.
4.      Ability to complete relevant training.
5.      Demonstrated oral and written communication skill and strong interpersonal skills.
6.      Massachusetts Class D drivers license unrestricted except for corrective lenses.
7.      Ability to pass airfield driving test and obtain an Aerodrome Ramp and Apron License.
8.      Ability to pass Massport security clearance and obtain a Massport security badge.
9.      Ability to pass a Massport controlled substances test and security background checks.

WORK SCHEDULE:  Ability to work 37.5-hour workweek, and ability to meet fluctuating workload demands as necessary.  Ability to carry and respond to a pager/cell phone/or similar 7 days per week, 24 hours per day.
