Do you value worker safety to stop an unsafe act before it causes an injury?  As a High Voltage Specialist, you will perform routine and complex investigations in the High Voltage Industry.  You will also determine compliance with WISHA standards, write reports, propose penalties, investigate accidents, fatalities, employee complaints, referrals, and provide technical assistance in abatement of hazards.

Some of what you'll be doing includes:

  • Conducting both complex and journey-level safety inspections in the High Voltage Industry to include construction sites, fixed locations, hydro plants, turbine generation, wind farms and any other sites that fall under the High Voltage Industry.
  • Determining if the employers are complying with safety and health standards, general duty clauses and safe employee exposure limits to health hazards. 
  • Conducting interviews, reviewing written materials, data sheets, reports and records provided by employer or employee representatives. 
  • Determining compliance or non-compliance with WISH Act and Safety and Health Standards and writing reports documenting employee exposure along with proposed citations and monetary penalties as appropriate.
  • Presenting verbal and written reports of the investigation at the closing conference with employer and employee representatives covering the investigation findings; minimum standards that must be satisfied; offering suggestions for abatement; ensuring abatements of hazards has been accomplished.
  • Determining if High Voltage construction, repair, and maintenance crews and workers are in compliance with 296-45 WAC.
  • Thoroughly investigate accidents to determine root causes and contributing factors, provide documentation to back up conclusions and prepares detailed reports by assembling all information gathered during the investigation.




  • Four (4) years of journey level experience in the High Voltage Industry or Journey level lineman experience.  Extensive training in the industry is required due to the multiple jurisdictions in the Utility industries.  A High Voltage inspector must know where State jurisdiction ends and Federal jurisdiction begins.

The most successful candidate should also have the following knowledge, skills and abilities:

  • The ability to enforce governmental laws, rules and regulations, and initiate enforcement actions in such a way that the public perceives as fair, objective and reasonable.
  • A thorough understanding of both WISHA (Washington Industrial Safety and Health Administration) and OSHA (federal government's Occupational Safety and Health Administration) rules and regulations. Understands and is able to explain to customers what their businesses must do to comply with these regulations.


  • Completion of the Washington State High Voltage Apprenticeship Program and extensive knowledge of WAC 296-45 and the NESC.
  • Bilingual persons of all languages are encouraged to apply. Bilingual jobs include a 5% salary increase for dual language responsibilities.
