Buckeye Partners is currently seeking a Senior Specialist, South Texas District Air Compliance with in-depth knowledge of air quality regulations, Title V permitting, major and synthetic minor air permitting, emissions reporting with an emphasis on refining, terminal and pipeline operations and Texas specific regulations to join our growing team!

Role Summary:
The Senior Specialist, South Texas District Air Compliance role is responsible for serving as an air quality subject matter expert for the company. 

Essential Duties & Responsibilities include: 

  • Air Permits. Managing Title V, major and synthetic minor air permit modification and renewal processes for Buckeye’s operating assets in South Texas. Filing appropriate compliance reports with applicable permitting authorities on schedule as required and negotiating permit conditions during permit review and comment periods to maximize operating flexibility.
  • Compliance Resolution. Assisting in identifying, solving, and documenting compliance issues that may arise in the air quality compliance area, including procedure development and improvement.
  • Regulatory Trend Updates. Monitoring regulatory changes impacting Buckeye operations in jurisdictions in area of responsibility and building relationships with appropriate agency personnel to anticipate and track emerging regulatory trends that may impact Buckeye operations.
  • Program and Process Improvements. Improving overall existing air compliance programs, procedures and policies, recommending compliance software enhancements and integrating air quality compliance into overall company initiatives and efforts.
  • Air Compliance Testing. Coordinating with appropriate staff, attending and/or supervising air compliance testing efforts at operating facilities and preparing and submitting Notification of Compliance Status (NOCS) and other reports and amendments as required under the 40 CFR 63 National Emission Standards for Hazardous Air Pollutants and 40 CFR 60 New Source Performance Standards requirements.
  • And other duties as assigned.

Position Requirements: 

  • Bachelor's Degree required, preferably in Chemical or Environmental Engineering (preferred), other Engineering discipline, Environmental Science, Chemistry, Atmospheric Sciences or similar discipline. Master’s degree helpful.
  • 7-10+ years related experience required.
  • Must possess in-depth knowledge of air quality regulations, Title V permitting, NSR, PSD and synthetic minor air permitting, emissions reporting, and federal/state/local air emissions standards.
  • Texas (TCEQ) and refinery specific experience required.
  • Up to 25% travel

Certificates & Licenses: 
Engineering and/or environmental certifications helpful.

  • Good analytical, project management, interviewing, research and problem-solving skills are also essential.

Physical & Safety Requirements: 
The employee may be exposed to a hazardous working environment at field locations and must be able to enter and climb above-grade storage tanks, traverse pipeline right-of-way and terminal piping structures and access stack test locations 40 to 50 feet above grade. Must be able to work in adverse weather conditions.
